It is a special feature which allows streamers to interact towards the players mid-stream to either help or hinder the streamer.

Trivia

Thinknoodles, one of the testers for this function confirmed that multiple Candy effects will be able to be voted by the stream viewers.
Effects on the voting GUI hint that Glitch is behind the function.
Emojis that have been said in chat will appear in game.
