The player can utilize it by completing the circuit puzzle. This elevator will most likely be the spawn point for Floor 2, paralleling the elevator that takes you to the Hotel.
Overview
Once the player has completed the circuit puzzle, and successfully escaped the Figure, they will find themselves descending in this elevator. The elevator itself resembles a typical freight or mining elevator, containing four crates, something that resembles a cotton reel/generator, a lamp with two bulbs, and a red button that presumably opens the elevator door.

More lamps and crates are present. There appears to be no way to access this room, apart from the elevator. What is in the crates, or even the purpose of this room, remains unknown.
Floor 2
The role the Elevator will play in the next floor is uncertain, although it can be assumed that this will take you to it. Considering that the Elevator is found in Room 100, it will probably be present in Room 101.

Trivia
- The rock looks very similar to Andesite or Mica, although it could be literally any other gray rock.
- The elevator resembles an old mine elevator, which could be interpreted as evidence the next floor will be a mine shaft.
